If you run a server-side cache plugin (WP Rocket, Autoptimize, and similar), clear that cache. Then clear the browser cache before you judge whether the bar is live. Build the actual campaigns in the Hello Bar dashboard, not in WordPress. The plugin only drops the snippet.
