How to Set Up Geo-Targeting Rules on Hello Bar?
Hello Bar can limit a unit to a country, a state or province, or a city inside a state and country. The help article How to Setup Geo-Targeting Rules (modified 30 April 2020) was checked on 5 September 2026. The 2026 homepage also names location targeting (city, state, country).
This is a paid-plan feature. The article names Growth and Elite. Premium is the tier that sat between them later; treat Starter as excluded. See Hello Bar pricing.
How do you add a geo rule?

Open the campaign in the popup editor.

Under Targeting, click Create New Targeting Rule.

Choose the geo rule you need:
- a city inside a state and country
- a state / province only
- a country only

Save the rule and publish the campaign.
Define the audience before testing
Write down the intended country, state and city, the page and device conditions, and the offer's actual eligibility. Keep the location hierarchy explicit so similarly named cities are not confused. These are evaluation suggestions; we have not tested location resolution in a live Hello Bar account.
Do not use popup visibility as proof of a visitor's address or qualification for an offer. This walkthrough does not document the location provider or its accuracy, and a marketing display rule does not establish a shipping address.
Check both included and excluded visitors

Use testers in the relevant locations where available and record the date, device and network conditions. A single preview in the editor checks presentation; it does not prove the published geographic rule. Keep the other targeting conditions stable while diagnosing a location mismatch.
If the result is unexpected, confirm the saved rule, campaign publication and the location hierarchy first. Provide support with the campaign and observed conditions rather than asserting that a particular location database is at fault. The public guide does not identify that database.
Check plan access before committing
The old help article names Growth and Elite. The current pricing page describes paid targeting as customizable but does not resolve every geographic entitlement in text. Confirm the selected account's controls, particularly Premium, before relying on a specific rule.
What we could not verify
- Whether Premium is included. The 2020 article predates that tier name.
- Postal-code or DMA targeting. Public docs stop at city / state / country.
- How Hello Bar resolves location (MaxMind or similar). Not documented.
