Wisepops is the better pick if targeting rules are the whole job and you will take a demo to hear the number. G2 has OptiMonk at 4.8 (157 reviews) and Wisepops at 4.5 (70). OptiMonk still lists Essential at $29 a month and a 10,000-pageview free plan.

Wisepops no longer publishes a rate. wisepops.com/pricing redirects to a demo form. The last printed figure this site recorded was $49 a month at 100,000 pageviews. Treat that as history.

Wisepops has always been the targeting tool: behaviour, location, language, bars, embeds, popups in one campaign model. G2 still scores it slightly easier to use (9.1 vs 8.9) and easier to set up (9.2 vs 8.9). That matches the "streamlined editor" reputation.

OptiMonk has more campaign types (lucky wheel, pick-a-gift, scratchcard, Dynamic Content, UX Protector) and a much larger review sample. Support is the gap: 9.7 vs 8.9 on G2.

Older copy on this page said Wisepops had fewer targeting options than OptiMonk. That was wrong then and it is wrong now. Wisepops is the targeting specialist. OptiMonk is the ecommerce campaign specialist. Do not swap those labels.

They have not published a replacement page. The demo form is the current front door. Until a rate is public again, any third-party "$49" figure is leftover. Ask them.
