Start with one working campaign
Separate installation, display and contact delivery so a failure can be traced to one stage.

Test display deliberately
Choose one target page and a simple rule. Check the intended mobile and desktop behavior, including closing the popup and visiting again.
Verify the result
Submit a fresh test contact and inspect the destination. Keep a note of the campaign and settings that passed before adding more rules.
Make a support request reproducible
If a check fails, record the page URL, device, browser, campaign status, expected display rule and what actually happened. Use the vendor’s Help & Support route with those details so the issue can be investigated without changing several settings at once.
